Chairwoman Boyer called the
meeting to order at 4:36 p.m.
CM Boyer explained workshop
was relate due to pending legislation that would allow a developer to construct
a roadway in lieu of or substitution for contributing toward the mobility fee provide it maintains or improves the score.
Mobility Score Calculations
Mr. Smith provided a brief
overview of handout displaying three prioritize roadway projects from different
mobility zones. He explained that by removing
one of the prioritize projects it changes the score in that particular
mode. He confirmed that the 2030 scores were
used and the method of removing or adding a project can be used for the various
modes including pedestrian and bicycle.
Ms. Bannister reported the
office has been utilizing a model for calculations from consultants. She provided a summary of the process to
calculate the mobility score which involves taking out a prioritize project and
replace it with a similar improvement project.
The results maintained the level of service but the improvement score did
not change. There was additional discussion related to the change in level of
service (zone) depending up the actual construction of the prioritize project.
Therefore, the methodology used to calculate the score is a substitute analysis
that deletes planned project and test the new project.
Additional information was
requested on calculations on bicycle, pedestrian and transit scores including
examples. The details are expected within a week. The program used (excel
spreadsheet) is the model provided by the consultants with no subjective
numbers.
Opaque Wall
CM Boyer provided committee
with photographs of a 95% opaque wall which was a requirement in a PUD that was
insufficiently constructed. There was discussion about how to ensure sufficient
construction. CM Boyer reported she has been communicating with Mr. Huxford to
determine what department is responsible for monitoring. CM Bishop suggested the requirement of more
specificity or requiring a photo of the proposed construction which will be a
part of ordinance. CM Boyer suggested
staff revise the standard condition.
There being no further
business, the agenda meeting was adjourned at 4:58 p.m.
