LUZ COMMITTEE AGENDA MEETING MINUTES

Chairwoman Boyer called the
meeting to order at 1:00 p.m. and reviewed the marked agenda which contained 4
items marked for deferral, 18 items ready for action, 5 public hearings to be
opened and continued and 8 items for second reading and re-referral.
2013-335 (small scale land
use amendment on Newcomb Road): the bill has conflicting Planning Department
and Planning Commission recommendations.
Folks Huxford explained that the Planning Department staff was in
agreement with the changes proposed at the Planning Commission meeting, so the recommendations
were no longer in conflict.
2013-493 (amendment to
off-site sign regulations): the staff report may not be ready for the next
committee meeting in; the Office of General Counsel is scheduling a meeting
with proponents and opponents of the bill to help distill the issues down to
their essence. The public hearing will be opened and continued until the
February 19th meeting.
2013-702 (rezoning on Lem
Turner Road): Wyman Duggan representing the applicant requested that the item
be moved to the top of the agenda.
2013-719 (rezoning on Mayport
Road): Bruce Lewis reported that a new site plan had been received from the
applicant this morning – he will circulate copies electronically after the
agenda meeting.
2013-761 (amending the
Concurrency and Mobility Management System regarding transportation improvement
projects constructed and dedicated by landowners or developers): the staff
report has not been completed so this bill will not be acted on tonight. Ms.
Boyer understands that amendments may be proposed, so a substitute and
re-referral may be in order.
2013-803 and -804
(designation of historic landmark structures on North Main Street and West 6th
Street): Ms. Boyer noted that, since the City is not filing the full staff
report with the designation ordinance so that the entire report is not recorded
with the ordinance, and since the staff report is not included in the LUZ
report packet, the LUZ Committee does not have access to the staff report in
either electronic or paper form. The
Planning Department was asked to devise a means to transmit the report to
committee members in time for them to read the materials before the LUZ meeting
at which a decision is required.
2014-21 (appealing final
order issued by the Planning Commission on a minor modification request): the
bill will be scheduled for a formal hearing on February 19th.
Ms. Boyer announced that the
committee will hold a workshop at 4:30 p.m. to discuss the small scale land use
amendment process and a continuation of the discussion of through-lots. She also requested the Planning Department to
provide the qualifications of all departmental personnel who are engaged in
reviewing aspects of appeals to the LUZ committee members so that a record of
their qualifications can be placed on file to establish their credentials as
experts for purposes of providing evidence in appeals.
There being no further
business, the agenda meeting was adjourned at 1:16 p.m.
