considered at such meeting, such person will need a record of the proceedings,

read the LUZ Committee’s rules of procedure for the benefit of the audience. He
discussed an upcoming appeal to Resolution 2013-67-A which approved an appeal
of an application for a liquor license on Merrill Road, effectively denying the
license. The applicant for the license
has subsequently appealed the case to the circuit court and a judge has
directed the City Council to amend the resolution to include more detailed
facts and specific findings that led to its decision to approve the
appeal. The Office of General Counsel
has drafted a revised resolution (2014-35) which will be introduced at City
Council next Tuesday for consideration as an emergency measure in order to meet
the court’s mandated deadline for response.

Ex parte: Lumb, Holt, Love, Schellenberg, Bishop, Redman,
Boyer Report: Lewis Public hearing opened and closed The committee engaged in considerable discussion with and
questioning of Steve Diebenow representing the developer and with Jonathan Oliff representing Riverside-Avondale Preservation. Mr.
Diebenow explained the trade-offs that went into the multiple revisions of
the site plan and the ways in which neighborhood concerns were accommodated.
Council Member Redman advocated for the addition of bicycle lanes to the
reconfigured St. Johns Avenue and ideas were discussed for installing a bike
lane that could be accommodated by the narrow bridge near the property. Motion/2nd to amend/conditions (Bishop/Holt) Motion/2nd to recommend approval as amended
