Topic: Criminal Activity & Murder Rate

 

Senterfitt provided updated statistics on the City’s violent crime and the needs of the department to address the gradual increase in criminal activity.  He referenced various pages from the manual copy of the presentation. Jacksonville’s murder rate is 50% higher than it was this time last year. A summary of the various statistics and activity in hot spot areas were provided. JSO is under staffed and has requested an additional 40 officers and 40 community resource officers in the next budget. There was detailed discussion about permitting block parties to ensure safety and the appropriate number of law enforcement, if necessary. JSO request that Council Members reinforce completing the permitting process to citizens that may call for an exception.

 

CM Brown requested that JSO explore working on loitering, especially at corner stores; and providing more visibility in the regional parks (especially Lonnie C. Miller) with bike patrol and plan clothes officers to deter possible illegal activity along with issuing fines when necessary. CM Daniels suggested a community outreach approach. She is planning to have meetings to include community leaders, JSO, SAO, local pastors and others to ensure the community that they are supported along with looking into the implementation of some intervention services for the youth.

CM Carter is going to gather additional information and report back to the community.

 

Angela Corey reported that SAO believes in the no arrest diversion methods. There is not a civil citation program that stands alone from other non-arrest diversion.  Civil citation is mechanism to get juvenile into system with the intent to divert the juvenile through a program and released without having a criminal record.  This process is available for juvenile and adults depending on circumstances. Her concern is the false statistics being distributed by interest groups.

 

The MOU will be constructed among the law enforcement entities (SAO & JSO). There will be a consultation with non-law enforcement stakeholders (Public Defender’s Office, DJJ, etc.) per the suggested list in the Civil Citation statute for consideration. Ms. Corey committed to sending CM Lumb a copy of the video from August 2013 meeting. CM Daniels suggested the all school resource officers are updated. Ms. Corey stated that after the MOU is completed the SAO is committed to training as it pertains to this process. There was brief discussion on battery being held to a higher standard of review and a student’s right to defend one’s self and not be arrested. Ms. Corey shared that SAO lead the state in non-arrest efforts; 168 battery cased were diverted last year; and that parents are very involved in the diversion program.

CM Daniels allowed public comments from three citizens.

 

Mr. Oliver shared his concerns about safety in the community.  He stated that public safety has a responsibility providing intervention for young adults without structure; and accountability to helping and shaping productive homes.

 

Ms. Toure represents Jacksonville Juvenile Justice Initiative. She commented that her concern is the racial disparities not being considered with the exclusion of the community.  She suggested that committee review the professional work of Edgar Cahn to understand their perspective.  CM Daniels requested that Ms. Toure provide a detailed written report to her office about wrap around process.

 

Mr. Seabrooks shared that a holistic approach to create solutions should involve the entire community. He commented that the SAO adjunction (charging youth as adults) rate is one of the largest that creates a permanent underclass.
