Public Health & Safety Committee Agenda Meeting Minutes

March 3, 2014

3:30 p.m.

 

Location:  Conference Room A, City Hall – St. James Building; 117 West Duval Street,    

Suite 425

Also: Sean Costigan - Council Auditor’s Office; Ms. Peggy Sidman – General Counsel Office; Paula Shoup – Legislative Services Division; Teresa Eichner – Administration; Yvonne P. Mitchell – Council Research Division

Meeting Convened:  3:34 p.m. 

 

Chairwoman Daniels called meeting to order. Mr. Costigan reviewed the marked agenda which included 2 items marked for deferral, 6 items ready for and 1 item for second reading and re-referral.  

 

2013-493 (billboard legislation): Mr. Costigan reported bill was deferred in Rules and public hearing continued until Mar 11th. Ms. Sidman stated the Planning Department has not completed a report resulting in the continuous deferral of bill.

 

2014-093 (appropriation of $30,000 from air pollution tag fee): Mr. Pace reported funds were from the State tag fee and did not involve any general funds.

 

2014-094 (appropriation of $174,940 in Mosquito Control): Mr. Smith reported that the funds requested were carryover from 2013.

 

2014-095(appropriation of $20,000 from Early Learning Coalition): Ms. Nixon reported there currently were no available funds for training and Early Learning Coalition was providing additional revenue to cover cost for staff to attend the Early Learning Conference.

 

2014-109 (establishment of festival overlay zone and noise control wavier): Ms. Sidman reported the bill was similar to a previous approval for One Spark event last year.

 

CM Daniels reported the committee would have a presentation from an out of town guest. Ms. Sidman confirmed the committee could hear presentation and have discussion without a quorum but could not vote on any action.
