Chris Hand, Chief of Staff, Office of the Mayor, explained what the proposed legislation entailed, which, would streamline the Entertainment & Sports Council.  Assistant Council Auditor Janice Billy explained the amendment.  Council Member E. Denise Lee had concerns about the creation of a new division for small business when there are already a number of agencies whose focus is in assisting small business operations.  She was concerned that a new division would be funded at the expense of existing offices for economic development and small businesses.  She indicated that she would be voting against the proposed ordinance.

Initially, when Council Member E. Denise Lee queried whether the James Weldon Johnson Academy was public school under the purview of the Duval County Public School System, and the Chair realized that there was not a representative from the Jacksonville Children’s Commission present to answer questions, the Chair deferred the bill.  At the end of the end of the agenda items, when the Chair realized that Cynthia Nixon of the Children’s Commission had arrived at the meeting, he entertained a motion to move the bill.  Ms. Nixon fielded numerous questions from Council  Member Lee regarding Cities in Schools programs that were designed to serve over age students; she raised additional questions about the summer camp programs that the transferred funds would be allocated (the Children’s Commission is not permitted to transfer funds from one program to another without the Council’s approval).

In his presentation, Luis Flores, Chief, Public Buildings, reported that 92% of the items in needed maintenance work at senior citizen centers   that had initially  been reported and itemized by the Elder Affairs Council, had been completed.   Three of the items are going to take longer than expected time to complete.  The Chair commended Mr. Flores and his staff for the work that they had done in addressing and resolving the issues that the Elder Affairs Council had brought to the attention of the Committee. 

 

Attorney Paul Harden made a presentation on EverBank Field upgrades for WiFi to meet NFL requirements.  A discussion ensued on the amended lease that the Jaguars has with the City and who was committed to costs for upgrading the facility.  Mr. Harden argued for the enactment of this legislation by Tuesday’s Council meeting.

 

Cleveland Ferguson III, Deputy Chief Administrative Officer, Office of the Mayor,  made a presentation on neighborhood action plans that the City had made over a ten-year (2004-2014) period.  Mr. Ferguson distributed an executive summary and flash drives.  Council Member E. Denise Lee, who had initially raised the matter of the studies, announced that she had been in contact with the consultamt whom the City had initially contracted with to develop many of the action plans that had not been implemented; she questions some of Mr. Ferguson’s suppositions such as the statement on the last page of the Executive Summary (p10) stating that “Most of these Plans came about at the request of then current Council members…

 

The Chair indicated that he was not pleased with the presentation and is likely to ask the incoming Chair of RCD to continue the press for answers on the neighborhood action plans issue.
