The Chair called the meeting to order at 2:01 P.M.

 

In a brief presentation, Cleveland Ferguson III, Deputy Chief Administrative Officer, apprised the Committee on what he expected to report in his forthcoming update on neighborhood action plans and vision plans that had been produced by the Planning & Development Department over the past ten years.  Mr. Ferguson is expected to make this report at the next RCD meeting.  He indicated that he felt that it would be best if he made this report in view of the fact that the subject matter involved a host of departments.  He expects to discuss various recommendations, proposed solutions and year-to-date accomplishments in areas such as economic development and neighborhood revitalization.

 

The Committee proceeded to act on its agenda items; two other presentations would follow agenda item actions.

Luis Flores, Chief, Public Buildings Division, Public Works Department, updated the Committee on the repairs underway at various senior citizen centers.  There are 17 items remaining on the list and Mr. Flores indicated that his staff is working with the vendors to complete the remaining work.  He noted, for instance, that the bid for carpeting at the Padgett Senior Center in Arlington had to be re-bid owing to a price issue.  Elder Affairs Council Chair John Roberts, in response to a question from the Chair, Council Member John Crescimbeni, said that he was impressed with the work that Mr. Flores and staff had done in addressing the issues that the Elder Affairs Council had initially raised and brought to the attention of RCD. 

 

Tera Meeks, Chief, Marine and Natural Resources, Parks & Recreation Department, gave a brief presentation on Jacksonville Water-Taxi History.  She reviewed the original agreement (April 2008) and its requirements.  She described and discussed the RFP that was issued in January for water taxi service.  One bid had been received but had to be rejected because it failed to meet minimum requirements.  Council Members voiced concerns about the lack of water taxi service and its negative impact on downtown and economic development as significant  downtown events loom ahead.

Ms. Meeks indicated that Parks & Recreation has been in touch with water taxi operators in St. Augustine and Fernandina seeking possible assistance with important downtown special events that are scheduled.  The Committee engaged Ms. Meeks in a give-and-take on the terms for continued operation of water taxi operation that Jacksonville Water Taxi raised in an e-mail from its CEO (Michael P. McDaniel) to Chief Administrative Officer Karen Bowling.  Ms. Meeks conceded that Jacksonville will be without water taxi service for a while.
