Attendance: Council Members John Crescimbeni (Chair), Don Redman (Vice Chair), Jim Love; Assistant Council Auditor Janice Billy; Peggy Sidman Mike Wedener, John Sawyer, Office of General Counsel; Teresa Eichner, Mayor’s Office; Paul Crawford, Office of Economic Development; Daphne Colbert, Regulatory Compliance; Elaine Spencer, Amy Robinson, Housing & Community Development; Connie Holt, Tiffani Dailey, Scott Wilson, Executive Council Assistants; Jessica Morales, Legislative Assistant, John J. Jackson, Council Research Division.
The Chair called the meeting to order at 1:37 P.M. and proceeded to review the marked agenda that had been prepared by the Council Auditor’s Office.
On Item #3, ORD 2014-6, Approp $1, 200,000 of HOME Investmt Partnership Prog Income for Admin ($60,000) & CHDO Dev Prog ($1,140,000) to Leverage Completion of Ongoing Projs…the Chair indicated that he had a note from the Mayor’s Office requesting that the item be moved; he had a note from Council Member, Dr. Johnny Gaffney requesting same; on the other hand, he also had a communication from Council Member E. Denise Lee requesting that the item be deferred. The Chair asked Ms. Elaine Spencer of Housing & Community Services if she had had an opportunity to meet with Council Member Lee to address issues that Ms. Lee had previously raised. Ms. Spencer indicated that owing to scheduling conflicts, a meeting had not been able to be arranged. When the Chair inquired as to whether or not there was a push to get the item acted upon, Ms. Spencer and Teresa Eichner of the Mayor’s Office explained why they felt that it was advantageous for the City if the matter were moved along.
Paul Crawford, Office of Economic Development, noted that though Item #17, ORD 2014-309, Making Findings re a State Road Fund Grant to Assist in Constrn Cost of an Intermodal Facility for Railex, LLC…., had been marked 2nd & Rerefer on the Council Auditor’s Office marked agenda, it was imperative that the Committee act on the item as an emergency. An amendment was needed, as well.
At the end of the agenda items, the Chair asked Ms. Eichner where we stood with regard to past neighborhoods planning studies that Council Member Lee had previously requested. What was the status? Ms. Eichner replied that she would consult with Planning & Development Director, Calvin Burney, who would be providing the Committee with a report on the matter. The Chair requested that an appearance before the Committee to apprise the members on the studies’ status be placed on Mr. Burney’s calendar, preferably by the next Committee cycle.
There being no further business, the agenda meeting was adjourned at 1:45 P.M.
