Summary Fact Sheet F: Defer DEFER The Chair mentioned that he had conflicting communications
from the Administration and Council Member, Dr. Johnny Gaffney indicating
their wish that the item be moved today and, on the other hand, a request
from Council Member E. Denise Lee that the matter be deferred for another
cycle. Elaine Spencer, Housing & Community Development Chief,
explained what the proposed legislation entailed and fielded questions. In response to inquiry from Council Member
Warren Jones, Ms. Spencer explained the rationale for the selection of target
areas Springfield and Northeast Jacksonville; she explained the details of
the housing projects, all of which are located in Council District 7. The sponsors of the projects were Project
HOPE and Wealth Watchers. Dr. Gaffney,
representing Council District 7, said that the matter had been deferred long
enough and requested favorable action. Council Member E. Denise Lee elaborated on her request for
deferral, contending that there were many unresolved questions and
issues. She felt that there were
housing projects in other Council Districts that had not been completed and
needed additional funding, as well. Ms. Spencer was asked if this item was deferred, would the
City risk losing funds from the U.S. Department of Housing and Urban
Development. Ms. Spencer replied that
while H.U.D. is currently monitoring Jacksonville’s HOME Investment
Partnership projects, she did not think that the City would be penalized or
that funds would be jeopardized if the proposed legislation were deferred
another cycle. With that, the Chair deferred the item. |
