Fred McKinnes, CEO, Jacksonville Housing Authority, explained why his agency sought this proposed legislation and fielded questions.  Former City Council President and current Jacksonville Housing Authority Board Member, Eric Smith, remarked as well, urging enactment of the measure.  Assistant General Counsel Lawsikia Hodges explained how the proposed legislation would enable the Jacksonville Housing Authority to vie for H.U.D. housing contracts beyond Duval County.  Mr. McKinnes explained that with his agency’s budget shortfalls, the revenue that this legislation would enable the housing authority to earn would be helpful to the authority’s ability to improve its public housing facilities.
