The Chair called the meeting to order at 2:01 P.M.

 

 

Mr. Luis Flores, Chief, Public Buildings, Public Works Department, provided the Committee with the status of the work that his department has been undertaking to address senior centers maintenance issues.  Mr. Flores reported that there has been steady progress in addressing and resolving concerns that were initially raised by the Elder Affairs Council.  89 of the 108 items (63%) have been completed.  The remaining items are under the purview of private vendors and the City is monitoring that work to ensure that the work is on schedule and will be completed.  In a response to an inquiry of the Chair, Mr. Flores indicated that he had been meeting on a regular basis with Mr. John Roberts to keep him apprised of the ongoing maintenance work.  Present at the Committee meeting, Mr. Roberts reported that he has been pleased with the work.

Assistant Auditor Janice Billy explained what the amendment to the ordinance entailed.

 

Council Member E. Denise Lee had a number of concerns and questions.  Elaine Spencer, Chief, Housing and Community Development, engaged Council Member Lee in a Q & A that sought to clarify issues.

Ms. Spencer explained that the funding in this appropriation was allocated for the construction of affordable multi-family housing projects and rental properties.  Ms. Lee contended that there were a number of housing projects in older neighborhoods that had not been completed; she felt that new properties should not be considered while older projects had not been completed for lack of funds.

After a lengthy discussion, Council Member Lee requested that the item be deferred.  The Chair, Council Member Crescimbeni, suggested that Ms. Spencer arrange a meeting with Council Member Lee.

Assistant Council Auditor Janice Billy explained the amendment.

 

Michelle Barth, Mayor’s Office, explained what the ordinance entailed and fielded a number of questions from Council Member E. Denise Lee.  The Council Member had a number of concerns, noting that there were numerous plans that the City had authorized and paid for on the shelves that proposed programs on how to improve neighborhoods.  The Council Member questioned the feasibility of looking about the country for ideas and models on how to improve neighborhoods when we here in Jacksonville have had plans and studies going back to the 1990s on how to address and resolve those issues.  On the objective of linking the improvement of neighborhoods with economic development, Ms. Lee contended that  economic development in neighborhoods would continue to be stymied as long as there was neighborhood blight.

 

Council Member Clay Yarborough requested that Ms. Barth report back to the Committee at its next meeting on the status of the existing plans to improve neighborhoods for economic development that are already on the shelves of the Planning & Development Department. 

 

At Assistant Auditor Janice Billy’s suggestion, the Chair announced that he would ask the Research Division to ascertain how many studies have been conducted in the past ten years.

In comments from the public, Mr. John Nooney indicated that he was disappointed  that Ordinance 2014-190 (appropriating $2,000,000 to complete the Riverwalk) was not on the agenda.  The Chair explained that that item had not been assigned to RCD.  Mr. Nooney further expressed disappointed that the measure was being held up; Council Member Don Redman explained that the legislation was not being held up.
