Assistant Council Auditor Janice Billy explained that this legislation was allowing the Children’s Commission to appropriate funds that are already in its budget.  Council Member E. Denise Lee had problems and raised questions about the proposed ordinance.  The Council Member was particularly disappointed that no one from the Children’s Commission was in attendance at the meeting to address issues raised and to field questions.  Though the item had been marked ready for action, the Chair deferred the item.

Council Auditor explained the amendment.  The Clerk of the Courts, Ronnie Fussell, was in attendance and thanked the Committee for its support.

 

 

 

 

 

 

 

At the close of the agenda items, the Committee heard two presentations.

 

At the previous Committee meeting, the members heard a presentation on a Survey of Senior Centers by John Roberts, Chairman, Council on Elder Affairs.  The presentation focused on the lack of maintenance , the failure to replace equipment  and the failure to make minor repairs in senior centers throughout  the City.  After a lengthy discussion on the matter, and after Mr. Roberts and Mary Blake-Holley,  Acting Chief, Senior Services Division, field numerous questions, the Committee Members, it was decided to have a follow-up Committee meeting with  Luis Flores, Chief, Public Buildings, expected to address the issues and concerns raised at this meeting.

 

Mr. Flores reported that he had met with Mr. Roberts and Ms. Holley and had come up with a game plan to resolve problems that had been cited.  Mr. Flores indicated that he had reviewed all of the work orders cited in Mr. Roberts presentation.  Council Member Denise Lee wanted to know why there had been such a backlog in in resolving complaints about repairs.  A discussion ensued.  Mr. Flores will be meeting with the Chair, Council Member John Crescimbeni, to further discuss the issue raised and proposed resolutions of these issues.

 

In a second presentation, the Committee heard from Joel Lamp, Acting Director, Sports & Entertainment.

In the previous Committee meeting, Council Member E. Denise Lee had asked why the City had abandoned the tradition of having football classics between Florida A & M and Bethune Cookman and invited competitors from other colleges.  It had been a practice begun during the Godbold Administration and viewed as an economic success (hotels & restaurants).

 

Mr. Lamp was asked why the City had not been proactive in marketing for a program for the classic games.

A discussion ensued on the value of bringing back those classics, particularly from an economic point of view and the importance of making our sports and entertainment diverse.

 

At the close of the meeting, Council Member Lee lamented that department heads are often not at Committee meetings to field questions on ordinances that affect their respective departments.  She felt that department heads should be required to attend RCD meetings when they have bills on the committee’s agenda.  The Chair, Council Member Crescimbeni, felt that the only recourse that the Committee had was to defer bills if the department head is not present at the meeting.

 

 

There being no further business, the meeting was adjourned at 3:18 P.M.
