Council Member John Crescimbeni, who, along with Council Member Matt Schellenberg, introduced the legislation, explained what the substitute entailed; the substitute was a product of noticed meetings that had been attended by the bill’s sponsors, Council  Member Johnny Gaffney, neighborhood business interests, neighborhood groups and others. 

 

Council Member Don Redman proposed an amendment that would delete the provision that allowed opened containers during special events.  Council Member Warren Jones opposed the amendment, suggesting that the matter should be vetted and decided by the neighborhood business and citizens; further, he felt that barring the open containers would hurt efforts in drawing tourists to big, special events.

 

Council Member Crescimbeni spoke in opposition to the proposed amendment and indicated that in the event that the amendment was approved, he was prepared to withdraw the bill.

 

The amendment failed (Redman & Yarborough voting for).

In Comments from the Public, John Nooney brought the Committee’s attention to a column by Ron Littlepage that was in the morning’s edition of the Florida Times-Union and commented on the FIND projects bill (2014-22).

 

Cornell Oliver implored the Committee to include infrastructure needs of older neighborhoods and communities in the next budget cycle discussions.

 

 

The Committee then heard the presentation on a Survey of Senior Centers by John Roberts, Chairman, Council on Elder Affairs.  The presentation was supposed to have been made at the beginning of the meeting but Mr. Roberts had a mix-up in the time.

 

Mr. Roberts discussed a survey of the City’s senior centers that focused on the lack of maintenance, the failure to replace equipment and the failure to make minor repairs in the senior centers throughout the City.  The survey and report cited numerous services that had been requested from the Department of Public Works that had not been done or addressed.  There were 106 separate items.

Mr. Roberts noted that a cursory look at the budget explained a lot: reduced funding.

 

The Chair, Council Member John Crescimbeni, requested that the Administration’s Liaison, Margo Klosterman, to review the list of projects that were cited and to come back to the Committee in two week’s time and apprise the Committee as to an action plan to address the issues raised.

 

Council Member E. Denise Lee requested that the Committee be provided with copies of the work orders for the “red items” on the projects’ list for all of the senior centers.  Were these items reported and addressed?

 

There will be a follow-up to the issues raised in Mr. Robert’s presentation at the next scheduled meeting of the Committee.  Luis Flores, Chief, Public Buildings, is expected to attend to field questions.
