Summary EMERGENCY/APPROVE
6-0 Council Member Don Redman, who Chairs the Jacksonville
Waterways Commission, explained why the Commission felt the need to have the
resolution moved and approved as an emergency. Lisa Rinaman, St. Johns Riverkeeper, spoke in favor of the emergency,
apprising the Committee on previous withdrawals from the St. Johns River to
meet water shortage needs of Central Florida counties. Mark Middlebrook, St. Johns River Alliance, was opposed to
the item being moved as an emergency. He described the St. Johns River Alliance as a convener of
parties and felt that emergency passage of the resolution could adversely
affect getting all 13 counties from coming to the table to resolve issues
surrounding the water withdrawal proposals.
Geoffrey Sample, representing the St. Johns River Water Management
District noted forthcoming meetings that the District is conducting both in
Palatka and Jacksonville to bring the parties together. Council Member John Love spoke in favor of
emergency approval of the resolution noting that the amount of water proposed
for withdrawal at this juncture is considerably much higher than previous
withdrawals. |
