At the completion of the agenda items, Council Member Lori Boyer engaged the Committee in a discussion and exchange on two legislative items that were not on the RCDPHS agenda.  Ms. Boyer recommended that the two proposed ordinances, 2014-666 & 2014-667 be added to the Committee’s agenda because they addressed public safety issues.

 

Ordinance 2014-666 would enable neighborhoods to use the petition process to have the speed limit on some of its roads lowered from 30 miles per hour.  The 30 m.p.h. is the state standard speed limit by default.  Mrs. Boyer explained that numerous residents in neighborhoods in her District had requested that the speed limit be lowered on residential roads for safety reasons.  She explained that these neighborhood residents were not favorably disposed to speed bumps.  The petition process to have the Public Works Department lower the speed limit, to  Council Member Boyer, was another tool in the toolbox for traffic calming.

 

Ordinance 2014-667 would create standards for crosswalks at schools and senior citizen living facilities.  Ms. Boyer cited pedestrian fatalities as one of the reasons for the crosswalks.  Council Member Crescimbeni raised the issue of speed bumps saying that signs can be ignored, speed bumps are not.  Council Member Bill Bishop expressed his support for the proposed crosswalk ordinance.
