In response to a question from Council Member John Crescimbeni, Aundra Wallace, CEO, Downtown Investment Authority, explained the application process for awarding grants that would be in place.  He explained that a matrix would be used for scoring points.  Applicants would be expected to provide a three- year cash flow expectations projection.

                Attorney Paul Harden, agent for the Jacksonville Jaguars, explained why emergency action had been        

                  requested.  He proceeded to provide the Committee with background information on the rebate program

                and explained how the stadium,  as a City-owned facility, benefits from the sales taxes generated by the

                Jaguars, Florida-Georgia football games, Monster Truck Jam, the Pro Soccer game, concerts and other

                Events at the stadium.  Mr. Harden further explained that the application deadline for rebate funds from

                the State of Florida is November 1st.

 

 

                                                                                               

The Committee heard a presentation by Dr. Wayne Wood, Board Chair, and Vince Cavin, Executive Director, of the Friends of Hemming Park.  At the previous RCDPHS Committee meeting, Council Member E. Denise Lee had requested that the Chair invite representatives of FOHP to update the Committee on the progress underway to transform the park.

 

Dr. Wood reported that the Friends of Hemming Park had had its first staff meeting the previous day.  He characterized the team that was announced last week as the “best and the brightest.”  Dr. Wood reported that the FOHP is working very closely with the Parks & Recreation and Community Services Department as it embarks on its mission to bring about changes in the park.  He suggested that we should expect to see changes in the park within a few months; the changes will come about incrementally.  At  the moment, the FOHP is doing what Dr. Wood characterized as ground work.  By the end of the year, Dr. Wood contends, there will be a park at the front door of City Hall that everyone will be proud of.

 

Vince Cavin used a PowerPoint to introduce the newly selected FOHP staff.  He provided background information on each new staff member and described  their respective, specific responsibilities.

 

Mr. Cavin described some of the programs that the FOHP hopes to launch and implement including a funding arm, Founding Friends, that will raise funds through such activities as naming rights for the park’s stage; sponsorship opportunities; a Kids Zone; food vendors, to cite a few.  Mr. Cavin reported that the FOHP is working closely with the Office of General Counsel to assure that FOHP is on proper footing in implementing some of its policies that it wants to implement such as curtailing or prohibiting smoking in the park.

 

Council Member Lee implored FOHP to consult with and work closely with the Museum of Contemporary Art, Emily Lisska of the Jacksonville Historical Society, the Jacksonville Public Library and others.

 

Dr. Wood said that a good benchmark with which to measure the success of FOHP achieving its goals will be if 50% of the people using the park are women.  He envisions the park as being transformed and becoming an epicenter for family events and activities.

 

In response to a question from Council Member Don Redman (Committee Chair),  Dr. Wood explained that feeding the homeless in the park by churches and other groups would be curtailed; that kind of activity would require permits.  Permits are now under the purview of FOHP and feeding the homeless in the park is not something that FOHP will be permitting.

 

 

In Public Comments, John Nooney remarked on Ordinance 2014-305 (time limits for docking ).
