Council Member John Crescimbeni explained that the Finance Committee had declined to take the matter up as an emergency when the Finance Committee met earlier in the day; the Finance Committee felt that not enough of pertinent documents was available for review; the auditors needed more time to review the lease agreement.  There was no second on the motion to take up the matter as an emergency.  The Chair decided to have the item discussed.

 

Council Member Warren Jones suggested that the Committee join the Finance Committee’s special meeting scheduled to take up the matter on Tuesday, prior to the Council meeting.

 

Attorney Steve Diebenow, representing the Sunshine Soccer Group, explained why emergency action was requested.  He explained that issues that were raised at the Finance Committee meeting regarding operating expenses issues had been addressed and answered.

 

 

 

 

 

At the close of the agenda items, the panel heard a presentation by Phil Daily, Director, Southeast  Region, ShotSpotter on his firm’s program to reduce gun violence in cities.  Mr. Daily, a former Baltimore policeman, explained the tactics that ShotSpotter  uses in its gun violence reduction program.  He cited Miami Gardens and Milwaukee as cities where the program has had significant  successes.   Essentially, the program entails the rapid acquisition of intelligence on a gunfire event through the use of sensors; the information is turned over to the local police so that there is a response within minutes of the gunfire.

 

After explaining the socio-economic costs of homicides to the community, Mr. Daily fielded questions and engaged the panel in a discussion on the program’s tactics.

 

When the discussion touched upon funding sources, Council Member Lee was emphatic in her  objections to  any funding for the program coming from the U.S. Department of Housing and Urban Development, particularly  Community Development Block Grant monies.  Council Member Warren Jones suggested alternative funding sources and implored the Administration to have its grant writers explore those potential  funding sources.
