Sheet F: Amend/Approve There was a lengthy discussion and exchange on this item. Assistant Council Auditor Kyle Billy explained what the
amendment entailed. Council Member Greg Anderson questioned whether or not it
was necessary to vote on the amendment since it had been approved in the
Committee in the previous Council Committee cycle. (Assistant General Counsel Paige Johnston
indicated that she would be checking on this with Deputy General Counsel,
Margaret Sidman). At Council Member Bill Bishop’s request, Elaine
Spencer, Chief, Housing and Community Development Division, explained what the proposed legislation
entailed. Council Member E. Denise Lee
expressed concerns and raised issues that she had previously had with the
legislation. She contended that she
had no problems with the projects in the legislation per se; she found the
process that selected the projects objectionable. Ms. Lee felt that it was unfair to fund new
projects when previously proposed projects lacked funding for
completion. She was concerned with the
funding in this particular ordinance going to projects in only one Council
District when uncompleted projects in her own district went without. In response to an inquiry from Council Member Anderson,
Ms. Spencer cautioned that H.U.D. could likely recoup the funds in this
legislation if there were continuous delays in getting the projects
underway. She indicated that the
private developers risked losing their lines of credit, as well. Council Member John Crescimbeni requested Ms. Spencer to
provide him (and the Committee) with her division’s written policy on how the
different projects were selected, what was the process. Council Member Bishop suggested that the matter be
deferred until all of the issues raised were addressed, explained and
