Mayor’s Chief of Staff Chris Hand addressed the committee in reference to an e-mail he had circulated the previous afternoon pointing out several instances in which he believed the language of the amendments drafted by the Office of General Counsel as a result of the action of the joint Rules and Finance Committee meeting the previous week did not accurately reflect the committees’ intention as expressed in the meeting. The committee agreed to several wording refinements to better reflect the committees’ intent in Gulliford Amendment #4 and #6 and in the Boyer amendment. The committee discussed how the proposed agreement would affect the use of Chapter 175/185 insurance rebate funds and the nature of the future commitment of those funds to payment of annual contributions to the pension plan versus the granting of year-end bonuses to retirees. In response to a question from Council Member Schellenberg about the effect of the City refusing to accept the Chapter 175/185 funds from the state, City pension consultant Jim Linn stated that the City would be able to change the composition of the Police and Fire Pension Fund board of trustees (which is controlled by the legislation that authorizes the “chapter” funds), but noted that the “chapter” funds are currently pledged to use for specific benefits and to change that pledged use would require collective bargaining with the police and firefighter unions.

 

The committee directed the Office of General Counsel to roll all of the amendments into a Rules Committee substitute, with the exception of the amendment proposed at the Joint Rules/Finance Committee meeting last week by John Keane of the Police and Fire Pension Fund.

Aundra Wallace, Executive Director of the Downtown Development Authority, explained the project and the proposed REV grant incentive. Alex Coley with Hallmark Partners and Steve Diebenow, his agent, explained the economic impact of the project and the need for the REV grant in the amount and length of time being proposed. Mr. Coley reported that REV grants are an essential part of making the financing work for this sort of downtown redevelopment project and suggested that other cities make REV grants or the equivalent for larger amounts and for longer periods than the City normally provides and grants rebates of school taxes as well a city taxes.
