Meeting Convened: 8:30 a.m.

 

Chairman Gulliford reviewed the Council Auditor’s marked agenda which included 9 items marked for deferral, 63 items ready for action (1 for withdrawal) and 5 items for second reading and re-referral.

 

2014-386 (amendments to the Police and Fire Pension Plan): the bill will be the subject of a Council Committee of the Whole in the near future.

 

2014-519 (amendments to the Ethics Code to add an office of Inspector General): Peggy Sidman reported that she had prepared a Rules substitute that includes the Finance Committee amendments from its previous meeting and 2 additional amendments regarding the membership of the selection committee and the IG’s reporting requirements. Assistant General Counsel Steve Durden said that he would give an overview of his legal research on the IG’s authority over the independent authorities. There are some complications and the IG’s authority might have to be applied on a case-by-case basis in some instances. Placing the IG’s office and powers in the City Charter would clearly authorize its full authority over all constitutional officers and independent authorities.

 

2014-612 (amending special events regulations regarding Unity Plaza development): Steve Diebenow representing Hallmark Partners, the developer of Unity Plaza, stated that construction on the plaza has started and payment of the contractors will be dependent on the passage of this legislation.
