Bill Summary
Supervisor of
Elections Jerry Holland stated that the consolidations would take effect for
the City spring 2015 elections, not for the upcoming November general election.
He requested the emergency so the bill would be before the Council prior to
final action on the FY14-15 budget so the Council would be aware of how the
2.04% extraordinary lapse would be met. Council Member Lumb stated that he
understood this bill would be taken up at the end of the Council meeting next
Tuesday after final action has been taken on the budget ordinance, which may
inform how Council acts on this proposal. Mr. Holland stated that his
department’s $141,000 extraordinary lapse will be made up with a combination of
savings from the precinct consolidations ($44,000) and reductions in the number
of hours that early voting will be made available ($97,000).

At the conclusion of
the agenda, Public Works Director Jim Robinson made a presentation on the
status of the pilot project to test the effectiveness and feasibility of
switching high pressure sodium street lights to LEDs. The JEA now has the data
from the pilot project in the Flagler Center office park, and that information
will provide input to the JEA’s cost-of-service study for its streetlight
system. The JEA would provide the capital to install the new lamps and lights.
Council Members Jones and Redman lamented the length of time it has taken to
reach this point since an initial presentation to a Council committee by a
private vendor in 2011 described potential cost savings of several million
dollars per year in reduced electricity costs. John Coursey
of the JEA said that the last cost-of-service study on streetlights was done
more than 10 years ago, and will be completed by the spring of 2015.
