Council Member John Crescimbeni noted that he had previously requested that this item be deferred.  He had wanted “part-time” ,in reference to employment, clearly defined and how that characterization impacted healthcare issues.

 

Kelli O’Leary, Chief, Employee Services, explained that most of the employees affected by this particular ordinance were with the Jacksonville Sheriff’s Office.

Wight Gregor, Member of the Board, Jacksonville Housing Finance Authority explained what the proposed legislation entailed; clarifying the role of the board was a key component.  The ordinance would increase the number of board members from 5 to 7 and she explained what the rationale in arriving at that membership level. 

 

Council Member Matt Schellenberg inquired whether the next two appointees would have the same skill sets as the five already on the board.

Council Member John Crescimbeni explained what the legislation entailed.  He cited two previous pieces of legislation (J-Bills) that were approved by the Council but were not acted upon in Tallahassee.  Mr. Crescimbeni explained that the Office of General Counsel opined that the Council was empowered to put the initiative on the ballot.

In the course of a lengthy discussion of the proposed legislation, Council Member Matt Schellenberg indicated that he was inclined to vote against the ordinance until he saw DIA’s downtown plan first.

 

Dr. Wayne Wood and Bill Prescott of the Friends of Hemming Plaza explained what the goals of the group was and how they envisioned the revitalization of Hemming Plaza.  They fielded numerous questions from the panel.  Aundra Wallace, Downtown Investment Authority, was engaged in explaining DIA’s role and what it expected of the FOHP.  Assistant General Counsel Tim Horkan fielded questions on the proposed License Agreement between DIA and the Friends of Hemming Plaza.  Council Members Jones, Lumb and Crescimbeni indicated that they were supportive of the goals of the legislation, noting that Hemming Plaza was at City Hall’s “front door.”

Boots Farley of First Tee explained what the proposed legislation entailed and fielded questions.  Council Members were supportive of First Tee.  Council Member Stephen Joost underscored the positive impact that First Tee had on young people and the fact that First Tee would be an available resource for 30 public schools in the golf course’s vicinity.

Mr. Crescimbeni asked Representative Mia Jones, Mayor’s Office, about the process employed to identify  prospective Mayoral appointees to Boards and Commissions.
