At the conclusion of
the agenda Council Member Boyer initiated a discussion with the committee about
the length of time that it takes to accomplish capital projects from the time
the project is authorized and funding approved by City Council to the time the
construction is completed. She and Council Member Bishop felt that the
processes of design, engineering, bidding, contract review and procurement seem
to take inordinately long and that there appear to built-in time lags and
excessive review processes that could be substantially shortened. Council
Member Boyer suggested that performance measurements for the procurement and
construction process should be developed and posted on the JaxScore
information dashboard. She requested that Greg Pease, Chief of Procurement,
provide the committee with flow charts of the procurement and construction
process from beginning to end along with reasonable time frames for each of the
component steps. Council Member Clark requested 3 case studies of actual
projects of varying types to map the time frames for the steps from beginning
to end. Council Member Redman suggested that pro-active communication is
lacking between the administration and the Council when projects hit snags and encounter
delays, and expressed the hope that the Council could be kept better informed
of delays in the future.
Council Member Lee
discussed a bidding opportunity notice problem experienced by one of the City’s
registered Jacksonville Small and Emerging Business (JSEB) program participants
and questioned what remedies are available to ensure fair opportunity to bid
for all JSEB-certified companies. General Counsel Cindy Laquidara stated that
the integrity of the procurement process must be paramount and that the
interests of the City necessarily take precedence over the interests of a
potential bidder, who has several other avenues of information about available
bidding opportunities aside from the JSEB notification process. Council Member
Lee as the Office of General Counsel to draft separate pieces of legislation to
1) return the JSEB program to the jurisdiction of the Procurement Division and
2) to explore possible remedies for non-notification to a JSEB of available
bidding opportunities. Council Member
Carter suggested that the Council re-consider adopting a local preference
policy for City bidding opportunities. Council Member Bishop urged caution,
lest other counties retaliate by adopting their own local preference policies
that could be harmful to Jacksonville companies attempting to do business
outside the city.
Council Member Boyer asked the administration
for a report at the next committee meeting on the outcome of the recently
revised special events process, which she understands has had unforeseen
consequences. She said that she and Council Member Schellenberg have been
holding discussions with the Parks and Recreation Department and the
Procurement Division regarding the issuance of temporary licenses for private
athletic associations to use City parks while bigger issues are hashed out
regarding long-term license renewals. Council Member Lee advocated for the
Parks and Recreation Department handling programming of activities in parks
rather than private associations.
