The committee discussed the definition of the term “substantially” improves mobility and how much subjectivity should be allowed. A motion by Council Member Bishop to delete the word “substantially” failed 2-3

Attaches Revised Exhibit 1 which amends the 2030 Comprehensive Plan’s Transportation and Capital Improvement Elements to provide that mobility fee payment for bicycle and pedestrian improvements may be made either as a cash payment or through credits derived from construction of improvements by the developer from the Mobility Plan bicycle and pedestrian project summary lists. Credit may also be earned for construction of a project for different modes not identified in the Mobility Plan if it meets criteria established by the Council and is deemed by Council to improve mobility in the applicable Mobility Zone.

Joe Whitaker of the Office of Economic Development explained the nature of the emergency, the state’s deadline of June 2nd to have a commitment letter in hand from the City, and the nature of this “placeholder” bill that will be followed by additional legislation approving a project development agreement between the City and Railex and appropriating the project funds. Committee members expressed concern about the potential relocation of the project from Phillips Highway to an alternate site on Powers Avenue opposite Wolfson High School.
