and Capital Improvement Elements to provide that mobility fee payment for
bicycle and pedestrian improvements may be made either as a cash payment or

may also be earned for construction of a project for different modes not
identified in the Mobility Plan if it meets criteria established by the

the project from Phillips Highway to an alternate site on Powers Avenue
