Bill Summary

 

Chief Kurt Wilson of the Fire and Rescue Department explained the history of the funding source for this proposed appropriation (the fire station diesel fume remediation project) and the reason for the delay in that project and the availability of these funds for re-use. The reason for the emergency is to equip all firefighters with the emergency escape equipment as quickly as possible so as to avoid another incident such as took place several weeks ago when a firefighter was injured jumping from a second story window when he was trapped in burning building by flames cutting off his escape route. Council Member Boyer requested the chief to ensure that the diesel fumes remediation project is returned to the fire department’s 5-year capital improvement plan and not ignored because the costs have escalated above what is currently available.

At the conclusion of the agenda the committee took public comment from two speakers.

 

Kim Pryor of the group Preservation SOS spoke in opposition to the passage of Resolution 2014-215 confirming the appointment of Kim Scott as Director of the Regulatory Compliance Department on the grounds that Ms. Scott does not have the required 5 years of experience in environmental regulation and has been responsible, through her activities as Chief of the Code Enforcement Division, for violations of U.S. EPA regulations regarding the procedures necessary for safe demolition of buildings containing asbestos.

 

Joe Markosic, also with Preservation SOS, stated that the City of Jacksonville is violating the terms of some of its federal grants by using the funds for the purpose of demolishing potentially historic buildings, which is prohibited under the terms of the grants.
