Crescimbeni reported that the substitute repeals the existing Ordinance but
includes a residency preference be modeled after the veteran’s
preference. In situations with equal
and multiple applicants the one hired would be the individual living in Duval
County. There
was extensive discussion pertaining to additional restrictions, criteria and
matrix for residency preference. Ms. Diane Moser commented that Employee
Services would be able to develop the policies and procedures with non-point
system. Ms. Moser will submit a
residency report of all employees per county to the committee and data on
whether more veterans being hired under point system versus a non-point

Action was taken on this bill first on agenda.
Council President reported that One Spark contacted
administration in May requesting funding of $50,000 and to date no
response. He suggested One Spark be a
part of the budget process to alleviate the Library being sole funding source,
emergency cycle, and withdrawal from Council Contingency Fund. CP Gulliford
commented that One Spark’s request from the City of $50,000 was outside of
funds from other sources. He shared that
OED was contributing $25,000 to One Spark.
CM Boyer reported that DIA had committed to providing
$25,000 to One Spark. She suggested that council members on Finance Committee
next year should make sure that events such as One Spark that target downtown
be included in the special events budget.
