Bill Summary

 

Deputy CAO Cleveland Ferguson gave a presentation about the transformative effect of the proposed reorganization on City government and stressed the continuous process improvement aspect that will lead to greater efficiencies and cost savings. He described two new performance measurement/analytics systems that will be rolled out to City managers and to the general public in the next several months. He noted that the City is operating with 500 fewer employee positions than 3 years ago. Committee members questioned the amount of money the administration has saved to date and projects to save into the future when compared with how the reorganization bill was sold to the Council when originally introduced. The committee discussed the several amendments to the substitute passed at the last meeting and Peggy Sidman noted that at the last full Council meeting Council Member Yarborough specifically requested that the amendments not be rolled up into a comprehensive substitute, and the Council agreed.

Council Member Crescimbeni announced the results of his inquiries to neighboring counties about their residency requirement policies. None have a blanket requirement for all employees; several have a residency requirement for key personnel such as the county manager or fire chief. Nassau County has a residency preference for applicants residing in  the county. Mr. Crescimbeni proposed that the bill be amended to require that management level employees (department heads, division chiefs, and any appointment required to be approved by the City Council) live in Jacksonville.

Kyle Billy of the General Counsel’s  Council Auditor’s Office explained the 3 proposed amendments regarding waiver of the Ordinance Code to permit transporting more than 8 tires at a time, waiving the required use of the funds from the Solid Waste Contamination Assessment  Fund for just landfill purposes, and the reversion of any unused funds. The committee discussed the appropriate amount of time for the transport waiver and whether or not the program should give special consideration to not-for-profit groups participating in the buy-back as a fundraiser for their organization.
