Council Member Clark opposed a prohibition against hedge fund investing, which is part of the Florida Retirement System’s investment portfolio.  The committee debated whether to make immediate piecemeal amendments to the pension plan or to hold off on making any changes until the Pension Task Force has completed its work and made recommendations to the City.

At the conclusion of the agenda the committee was addressed by Bill Scheu, Chairman of the Pension Task Force, who explained the injunction recently issued by Judge Waddell Wallace enjoining members of the Task Force from meeting privately with representatives of the Police and Fire Pension Fund to discuss pension plan benefits.  He interprets that the injunction does not apply to discussion of matters relating to unfunded actuarial liability, pension plan governance or investment policy, the other issues that the Task Force has been considering that are not subject to collective bargaining regulations.  The Task Force will continue to work on all 4 issues within the limitations imposed by the judge and should have a report and recommendations ready for the City Council, Mayor and Police and Fire Pension Fund board by early February.  Mr. Scheu recommended that the Council not act on 2013-669 until the Task Force recommendations are presented.
