Though this and Items 6 & 7 were deferred, there was a lengthy discussion.

 

Assistant General Counsel Susan Grandin explained what the proposed measures entailed; Stephen Smith of the Planning & Development Department explained what the proposed mobility fee contracts entailed, as well.  In providing background on the projects, he explained that they were initiated under the fair share purview.  All three projects are interdependent on the others.

 

Council Member Matt Schellenberg thought that the items should be deferred for one cycle to give the panel an opportunity to better understand all of the paperwork and documents, some of which were distributed in the course of the meeting.  Attorney Steve Diebenow, agent for the developers, reluctantly agreed to a one-cycle deferral.

 

Addressing a series of questions raised by Council Member Greg Anderson, Bill Joyce, Public Works Department, explained how bonds figured into the road construction process; he explained the design-build concept in the construction of roads, as well.

Assistant General Counsel Susan Grandin explained what the proposed mobility fee contract entailed.  Attorney Paul Harden, agent for the developer, added his explanation, as well.  Mr. Harden further explained how the parties arrived at the costs calculations that the Public Works Department ultimately approved.  Both Stephen Smith and Doug Miller (England, Thims & Miller, Inc.) addressed questions raised by Council Member Lori Boyer.  Attorney Harden explained the methodology that is engaged in the financing of road projects (bonding and credits).
