At the close of the agenda, Council Member Greg Anderson requested Council Member Lori Boyer to explain the essence of Items # 9 & 10, ORD-MC 2014-666, Amend Chapt 804 (Jax Traffic Code), Ord Code.  Creating new Sec 804.406 (Speed Limit Reduction on Local Roads by Petition), and ORD-MC 2014-667, Amend Chot 804 (Jax Traffic Code), Ord Code, Creating new Secs 804-801, 804.802…to Create a Process for Requesting a Signalized Intersec Crossing….   Mrs. Boyer explained that while State Statute stipulates a speed limit of 30 Miles Per Hour on local roads, the City has the authority to reduce that speed limit.  This legislation would provide the Public Works Department with the authority (from the Council, as policy makers) to reduce speed limits where requested and  feasible.  The petition process would provide the Public Works Department with evidence of neighborhood and community support for the speed limit reductions.  Mrs. Boyer said that she opted not to make the reductions City-wide; she was not familiar with the needs of other areas of the City.  Both legislative proposals, she explained, were tools for traffic calming.

 

The Chair, Council Member Reggie Brown, lauded the purpose of the proposed legislation but felt that the speed limit reductions and cross walk work ought to be City-wide.
