Place revised lease agreement on file that includes language specifically stating-1. No reserved parking spaces are included with the lease 2. The existing lease terminates upon execution 3. Correcting the CAM charge amount on pg. 2 of 60.

 

Assistant Council Auditor Kyle Billy explained the amendment.

 

Public Works Director Jim Robinson and Assistant General Counsel Sandra Stockwell explained that the City’s outside bond counsel, in a revised opinion, assured OGC that the language in the agreement represented no infraction on the bond covenant.  Mr. Robinson, Ms. Stockwell, joined by Public Parking Chief, Jack Shad, fielded numerous questions and clarified aspects of the Lease Agreement, particularly regarding parking issues.

Risk Management Director Twane Duckman explained the proposed legislation and fielded numerous questions as a somewhat lengthy discussion ensued on what the proposed legislation entailed.  Prior to deferring the item, the Chair announced that the agenda meeting for the next Committee Meeting (August 18th) would start at 1:00 P.M., a half hour earlier than the regularly scheduled time, to provide an adequate amount of time to resolve concerns with the measure’s language.

Paul Crawford explained what the ordinance entailed.  Kyle Billy explained the amendment.

 

Council Member Lori Boyer conferred with Deputy General Counsel Derel Chatman because she was concerned that the discount rate provided City employees could become an entitlement.  Mr. Chatman advised Ms. Boyer that the discount should be sunset in two years.  If requested, it could be extended for an additional two years.  There was a considerable discussion on this item before the Committee voted to include the Boyer amendment to sunset the discount in two years.

At the conclusion of the agenda items, the Chair introduced Heather Ireland of the Planning & Development Department who will be working with Brownfields issues.  Ms. Ireland took the opportunity to announce that Ordinances 2014-496 and 2014-497 on TEU’s agenda, both concerning Brownfields issues, would be subject to forthcoming public hearings.

 

 

In Public Comments, Mr. Michael Sellers addressed the issue of unimproved dirt roads in Jacksonville.  The Chair indicated that in the days ahead, he wanted the Committee to consider forming a subcommittee to look into the issues of both unimproved dirt roads and public alleys in the County.
