In attendance:  Council Members Lori Boyer (Vice Chair), Jim Love, Greg Anderson, Matt Schellenberg, Robin Lumb; Council Members Reginald Brown and Kimberly Daniels were excused; Paige Johnston, Office of General Counsel;  Phillip Peterson, Kyle Billy, Council Auditor’s Office; Margo Klosterman, Mayor’s Office; Juliette Williams, Legislative Services; John Jackson, Council Research Division.

 

The Chair called the meeting to order at 2:05 P.M.

 

The Council President, Clay Yarborough, made brief remarks wishing the Committee well in its work in the coming Council year.

 

The Acting Committee Chair, Council Member Lori Boyer, announced that she was going to allow two speakers who wanted to make public comments to have time at the outset of the meeting.

 

The Reverend Dr. Joseph Roberts, Bethel Temple AG Church, implored the Committee to work for improvements to Collins Road. The pastor described the hazardous conditions of the existing road because it needs to be widened; traffic lights are also needed.  Council Member Jim Love advised the pastor that improvements to Collins Road are on the way and cited specific provisions in the recently enacted extension of the local option gas tax that will fund road improvement projects County-wide.

 

Allison Good remarked that she opposed Ordinance 2014-380 because the general public has no involvement in the process.

In response to an observation and concern raised by Council Member Lori Boyer a lengthy discussion ensued on this agenda item, particularly regarding the funding source.  Robert Prado, Municipal Code Enforcement, and Bryan Mosier, Regulatory Compliance Department, explained how funds would be funneled to the Mowing & Landscape Division for the rest of the year and in the first quarter of the next Fiscal Year.
