Margaret Sidman, Office of General Counsel, explained the components of the Rules Committee’s amendment and fielded questions.  Council Member Stephen Joost questioned the rationale for the requirement of the approval of 90% of the property owners for a street name change.  Council Member John Crescimbeni inquired as to whether or not a process was in place to distinguish  property owners from  renters.  Ms. Sidman explained that the 911 Emergency Address Committee of the Planning Department had a process that identified actual property owners.

Jeff Foster, Chief, Solid Waste Division, Public Works Department, explained what the agreements entailed and fielded numerous questions.  He referenced the fact sheet that the Council Auditors Office had appended to the marked agenda that provided background and additional information on each of the contract haulers’ agreement.   Kyle Billy, Council Auditor’s Office, provided additional explanation of the agreements’ components and how the various figures were arrived at.  Council Member Stephen Joost raised concerns pertaining to costs for the City.  Council Member John Crescimbeni commended Kyle Billy, Richard Campbell and Phillip Peterson of the Council Auditor’s Office for their diligence in their work on the garbage haulers rate review this year and on previous occasions.
