Removing the language (Substantially) from the As substituted, Amends M.C. Chapter 655 to allow developers to receive credit for transportation improvement projects within the same mobility zone as a proposed developments required for a project are not eligible.

 

 

There was a lengthy discussion of this item on the agenda. 

Council Member Lori Boyer explained the components of the substitute that she was submitting.  She indicated that the substitute came about after meetings that were held attended by Calvin Burney, Jason Gabriel, Steve Tockner (Florida Bicycle Association), Mike Hertzberg; Stephen Smith and Fred Atwill, Jr.

In the course of the exchange on the substitute, Council Member Kimberly Daniel voiced her concern with the user of the term “substantial” in the proposed substitute’s language; she felt that the term was too vague.  Council Member explained why she felt that the term was appropriate and necessary.  Council Member Greg Anderson thought that the term was too subjective but was inclined to leave it in the language.  Steve Tocknell of the Florida Bicycle Association remarked on the proposed substitute, as well.  On a vote of 4-0, the Committee approved Council Member Daniels’ amendment to delete the term “substantial.”
