4 – 1 (Love) **Committee
DENIED the Appeal** There was a lengthy discussion of this item, beginning
with Committee Members Daniels, Schellenberg, Anderson and Love offering ex
parte declarations for having previously communicated with the appellant. Ellen Fales, Planning & Development Department/911
Emergency Address Advisory Committee, apprised the Committee on how the
Advisory Committee had arrived at its decision and recommendation, citing
various criteria, namely, safety and emergency response time. She indicated that the Advisory Committee
had two solutions, to change 2 addresses on Mandarin Road or change one. Assistant General Counsel Cherry Shaw
explained that the Committee’s options were to either deny the appeal of the
contested decision or affirm the recommendation of the Advisory Committee or
remand the matter back to the Advisory Committee with instructions. The Advisory Committee recommends changing
two addresses while the appellant, Mr. Wadley, wants only one address to
change. In the course of the Public Hearing, Mr. Christopher
Wadley, the resident of 12819, argued, in his appeal, that he had had his
address the longest, that he had lived at 12819 for 65 (sixty-five) years and
that having to change his address would inconvenience five (5) people in the
household (having to change drivers’ licenses, subscriptions, and other
documents). Pam Chandler, a Mandarin
Road resident, argued in favor of the appeal, as well. Pamela Zahler felt that the Committee
should affirm the recommendation of the 911 Advisory
Committee and deny the appeal. Ms. Fales explained that the criteria that the 911
Advisory Committee weighed was the safety issue, that the current sequence
address numbers impeded emergency units’ response. Council Member Matt Schellenberg, who represents the
Mandarin Road area, motioned to deny the appeal and to affirm the decision of
the 911 Emergency Address Advisory Committee, arguing that safety trumps the
inconvenience of having to change stationary, drivers’ licenses, mail
subscriptions and the like. |

abbreviated presentation by Public Works Department Director, Jim Robinson on
his department’s Project Asset Management Optimization. Mr. Robinson reported on his department’s
undertaking an inventory of City-owned property, an REI (Real Estate
Inventory); The department would be
identifying various properties in terms of whether the assets are being
utilized, underutilized or on the market.
Owing the lateness of the time of the presentation, the exchange of
questions and answers and further discussion were curtailed.
There being no further business, the meeting was adjourned
at 4:07 P.M.
