The Chair called the meeting to order at 2:04 P.M.

 

Denise Bunnewith, Planning Director, North Florida Transportation Planning Organization, made a PowerPoint presentation on the long range transportation plans for the region, plans that include motor vehicles, rail, bicycles and pedestrians.  At the outset, she explained that the North Florida Transportation Organization (TPO) is the transportation planning organization for Clay, Duval, Nassau and St. Johns County.  The organization works closely and collaborates with local governments, the business community, citizens, transportation agencies, special needs stakeholders and other interested parties in meeting transportation needs and goals.  Every five years, TPO develops and adopts long range transportation plans.  Studies are currently underway for a bicycle and pedestrian plan for downtown Jacksonville and for a future rail corridor at Blount Island.  Ms. Bunnewith cited workshops to provide the public with a forum to voice their ideas and concerns.

In the course of a lengthy discourse, Council Member John Crescimbeni raised a number of concerns.  He was particularly concerned about the St. Johns River Ferry as a component in the InterLocal Agreement that is attached to the substitute ordinance.  Council President Bill Gulliford, sponsor of the proposed ordinance, addressed Mr. Crescimbeni’s concerns, particularly how he viewed JTA’s future role with the ferry, if the legislation is enacted. 

 

Council Member Reggie Brown indicated that he was reluctant to support the substitute because there are Better Jacksonville Plan projects that have yet to be completed; moreover, he had not seen the priority list of roadway projects that had been discussed.  Mr. Gulliford explained that the prioritized list of road projects had been vetted and discussed at a number of noticed meetings that had been held.
