Attorney Tom Ingram, agent for the project, explained the proposed legislation and fielded questions.

Stephen Smith, Planning Department, also explained the provisions.  A discussion ensued on the holding fees issue (to reserve the fair share agreement) and when those holding fees were due.  Council Member Lori Boyer explained the concerns that she had had regarding the fair share contract’s extension.  There was a discussion on whether or not Governor Scott’s declaration of a state of emergency in the wake of Hurricane Isaac  in 2012 constituted a legitimate reason for granting an extension on the fair share contract.
