Attendance:   Council Members Jim Love (Chairman), Greg Anderson, Warren Jones; Kyle Billy, Janice Billy,  Heather Reber, Council Auditor’s Office;  Paige Johnston, Jody Brooks, Office of General Counsel; Margo Klosterman, Mayor’s Office; Lin White, John Jones, Public Works Department; Stephen Smith, Planning & Development Department; James Richardson, Environmental Quality Board; Fred Atwill, Jr.; Steve Diebenow; Tom Ingram;  Edw Suggs, Leeann Krieg, Executive Council Assistants; Juliette Williams, Legislative Services; John J. Jackson, Council Research Division.

 

The Chair called the Agenda Meeting to order at 1:29 P.M. 

 

The Chair reviewed the Council Auditor’s marked agenda and noted that five (5) items were ready for action; nine (9)  items were being deferred; two (2) items were being seconded and re-referred; and one (1) item was being withdrawn.

 

 

The Chair announced that John Pappas, Public Works Department, would be giving a PowerPoint presentation on the Stormwater fee allocation process.

 

At Council Member Matt Schellenberg’s request, Item #1, ORD-MC 2013-669, Declaring Surplus Propty consisting of City owned propty & bldgs., to the Police and Fire Pension Fund…conveying propty to PFPF in exchange for a reduction in Unfunded Actuarial Accrued Liability of the PFPF…., was being deferred.

 

Item #4, ORD 2014-14, Auth a Transfer & Maint Agreemt with FDOT; Auth to Accept a Transfer of Roadway to the City by FDOT by Means of a FDOT R/W Map…was being deferred at the request of Council Member Doyle Carter.  (The site straddles Council Districts 11 & 12).

 

It was announced that when Item #5, ORD 2014-64, Auth Lease Agreemt with Teach for America, Inc. for 5,394 Sq Ft on 6th Floor of Ed Ball Bldg…was ready for consideration, Sandra Stockwell, Office of General Counsel, would explain the proposed legislation and field questions.

 

Though Item #s13 & 14, ORD 2014-118, Fair Share Assesmt with Harmony Farms of Jacksonville, LLC for “Harmony Farms” Prj….and ORD 2014-119, Fair Share Assessmt with Olsen Farms of Jacksonville, LLC for “Olsen Farms” Proj….were being deferred, Attorney Steve Diebenow advised the Committee that he did not think that there are that many issues that needed to be resolved, that a considerable amount of work had been done to answer questions; he is hopeful that the Committee will be ready to move forward with the legislation by the next cycle.

 

 

There being no further business, the meeting was adjourned at 1:34 P.M.
