The Chair called the meeting to order at 2:04 P.M.

 

At the request of Council Member Jim Love, Public Works Department Director, Jim Robinson, provided the Committee with an update on the status of the LED streetlight conversion project that the City is undertaking with JEA.  Mr. Robinson indicated that the project all started with Ordinance 2013-107-E that proposed a feasibility study of the proposed project.  In his PowerPoint presentation, Mr. Robinson reported on how the Public Works Department has been working with JEA in efforts for the conversion of a portion of the approximately 110,000 streetlights in Jacksonville.  By use of technology, the project would conserve energy and reduce the current City budget for streetlights---$9.3 million.  Mr. Robinson proceeded to explain what the technology entailed for conversion, the pros and cons of LED streetlight conversion and the projected magnitude of financial savings for the City in the future.  The Committee Members had a number of questions that Mr. Robinson fielded.

There was considerable discussion on the proposed legislation. 

Steve Smith, Planning & Development Department, explained the revised report on the proposed legislation that the Planning Department prepared and e-mailed to Council Members, a report that focused on concerns that the Planning Department had regarding the proposed changes in Chapter 655 of the Ordinance Code (Concurrency & Mobility Mgmt System).  Calvin Burney, Director, Planning and Development, and Assistant General Counsel Jason Gabriel joined Mr. Smith in explaining components of the Planning Department’s revised report and fielding numerous questions from the Committee.

 

Council Member Lori Boyer had a number of questions that she asked Mssrs. Burney, Smith and Gabriel to answer and clarify.

 

Mr. Burney felt that with amendments to address some of the concerns raised by the Planning Department, his Department thinks that the proposed changes in Chapter 655 could work.

 

The Committee heard representatives from the bicycle community and organizations on bicycle and pedestrian safety issues that were at stake.

 

Other speakers included representatives of developers.

 

The Chair announced that in view of the fact that the Committee had just received the revised report of the Planning & Development Department, the item would be deferred for two cycles.
