The Chair called the meeting
to order at 2:03 P.M.
The Chair introduced Jeff
Sheffield, Executive Director, North Florida TPO, who,
in turn, introduced Alan R. Mosley of RS&H.
Mr. Mosely proceeded to narrate and discuss the PowerPoint, America’s Logistic Center Powered by
Alternative Fuels: The Role of Natural Gas in Expanding Alternative Fuel
Choices in North Florida.
Mr. Mosely depicted the use
of natural gas as a means of improving the environment and reducing a dependence on foreign oil as a fuel source. He explained the potential in the uses of
natural gas, particularly in the conversion of vehicles to the alternative
fuel. Mr. Mosely predicted that the
transportation systems in the future will be operated with alternative fuels. He went on to describe how the “natural gas
revolution” evolved and how we have gas in shale formation sufficient for the next one hundred years. In discussing the use of compressed natural
gas as an alternative fuel for vehicles, Mr. Mosely cited the advantages of
natural gas over diesel fuel in costs.
Mr. Mosely and Mr. Sheffield proceeded to field questions from the
Committee panel and further explain their proposition.

Bill Summary SUB/ REREFER 4 -
0 The proposed
substitute allows a landowner to donate land for and/or construct a mobility
improvement, even if that mobility improvement is not listed in the Mobility
Plan, so long as the mobility improvement maintains or improves adopted
minimum city-wide and applicable mobility zone mobility scores. It also
allows the landowner to receive credit equal to the cost of designing,
permitting and constructing the mobility improvement and the value of the
land donated for the mobility improvement. There was a lengthy discussion on this item. Assistant General Counsel Jason Gabriel
explained why a text amendment (to the Comprehensive Plan) was required. Council Member Matt Schellenberg asked
Attorney Paul Harden if Mr. Harden had any problem with deferring this
item. Mr. Harden indicated that he had
no problem with deferring the matter for one cycle but understood that some
of the parties, Mike Herzberg, were anxious to move the matter along. |
