The Chair called the meeting to order at 2:05 P.M.

 

The Chair announced that the scheduled TPO presentation was being postponed for a cycle.

In lieu of the TPO presentation, the Committee viewed a Florida Times-Union video on the JTA trolley loop system in the Riverside-Avondale area.  This is a pilot program.  The “night trolley” provides people that are out on the town to have a few drinks with an alternative to driving; it also addresses a parking problem.  If successful, the program could be offered in other areas.

There was a lengthy discussion on this proposed legislation.

 

Bill Scheu, Chairman of the Pension Reform Task Force, reported on the work that the Task Force has been undertaking to address and resolve the pension reform issues.  In particular, he remarked on the implications of the recent ruling of Circuit Court Judge Waddell Wallace regarding Sunshine provisions.  Attorney Scheu favors deferring the bill until the Task Force has been able to complete some of its work and studies.  Council Members John Crescimbeni and Greg Anderson also voiced a preference to defer the bill.  Council Member Matt Schellenberg reiterated his hope that the Committee and Council would act on the proposed legislation.

Jeff Foster, Chief, Solid Waste, Public Works Department, explained the proposed legislation and fielded questions.  Council Member Stephen Joost offered an amendment that would make 96 gallon garbage cans an option.  After a discussion on the various aspects of the proposed legislation, and garnering no support, Mr. Joost withdrew the amendment.
