Deputy General Counsel Peggy Sidman explained the proposed substitute that equalizes the provisions for all Constitutional officers, offering them the option of either a City vehicle or a vehicle allowance but not both. Council Member Crescimbeni requested more information on the number of City employees/officials who drive a take-home vehicle or receive a vehicle allowance for driving their own vehicle for work purposes, the amounts of allowances received, etc. Council Member Bowman requested information on the documentation process for vehicle allowances – is paperwork being filed with the number of miles driven, costs incurred for use of private vehicles, etc. Council Member Gulliford requested information on the reporting of vehicle use or allowances for federal tax purposes.

Council Member Brosche reported that the Legislative Tracking Committee of the TRUE Commission met last week and had questions about this project, including why FBIP funding was being used as the source rather than Florida Inland Navigational District (FIND) funds and why the contract amount for this pier repair differed so greatly from the estimate for the seemingly similar pier replacement at Charles Reese Park. Council Member Crescimbeni gave a history of the Blue Cypress Park property and golf course and explained the need for the continuing waiver of the payment of the percentage of gross revenue by the golf course operators. The committee discussed the relative costs and benefits of maintaining golf courses versus ballfields, tennis courts and other recreational assets and the possible results of refusing to grant the waiver and potentially closing down the golf course. Committee members made suggestions to Daryl Joseph, Acting Director of the Parks, Recreation and Community Services Department, about ways the City might partner with the Blue Cypress Golf Course operator and the operator of the City’s Bent Creek golf course on the Westside to increase play at the courses, particularly through youth golf programs. A tie-in with First Tee of Jacksonville was suggested. Council Member Crescimbeni offered an amendment to require the operator to provide the City with discounted greens fees for City employees as a way of recouping some benefit in return for the forgiveness of the gross revenue payment.
