Council President Anderson thanked the committee for its good work on the budget thus far and announced that he would be creating a special committee on public service grants as requested at Friday’s budget hearing. The special committee will be charged to make recommendations on allocation of the PSG grants for FY15-16 and with making long-term process improvements. Mr. Anderson also noted that there will be a bill introduced at next week’s Council meeting for action as an emergency to move the September 22nd Council meeting to September 21st.

In response to a question from Council Member Crescimbeni about whether the Mayor can execute a grant agreement prior to Council’s approval of legislation accepting the grant, Deputy General Counsel Peggy Sidman quoted from a portion of the Ordinance Code that allows the Mayor to execute grant contracts under certain circumstances. She will need to do further research to determine how Mr. Crescimbeni’s question is addressed by the ordinance.

Mayor’s Chief of Staff Kerri Stewart answered questions from Council Member Boyer about the affordable housing needs prioritization process and City Council’s role in that process. Ms. Stewart stated that this bill does not establish the priorities, but only permissible uses that will later be refined to funded priorities via future legislation. Council Members requested revisions to the current process to incorporate more City Council and general public input on preferences and priorities much earlier in the grant application process. At the conclusion of the agenda Chairman Gulliford discussed the on-going forensic audit of the Police and Fire Pension Fund, stating that the process had begun very slowly but was beginning to pick up pace. Finance Director Mike Weinstein has been appointed as the City’s point person for the project. He reported that the work is being slowed by the fact that the PFPF’s records are not available electronically and the manual searching and compilation is very laborious and time consuming. Council Auditor Kirk Sherman reminded the committee that the project is an investigation, not an audit as defined by governmental auditing standards. Mr. Weinstein offered to provide a report to the Finance Committee members in the next few days about what payments have been released to the investigator to date and about a potential timeline for project completion.

 

Mr. Sherman answered questions from committee members about his office’s recently released audit of the Clerk of the Courts office, particularly several items that remain open and unresolved from the last audit of that office in 2010. Remaining unresolved is a disagreement over allocation of and non-payment of internal service charge billings for information technology services. Mr. Weinstein described  a very convoluted situation in which the City and the former Clerk of the Courts reached an impasse in negotiations over the nature and amount of IT services being provided by the City to the Clerk and the Clerk voided the existing Memorandum of Understanding between the two entities and stopped paying for IT services, leaving that internal service fund with a negative cash balance and accruing negative interest charges as the City’s General Fund made the fund whole for the missing revenue. Mr. Weinstein is exploring possible avenues for resolution.
