Bill Summary           

 

Tom Goldsbury, Chief of Building Inspection, distributed a schematic drawing of the first floor of the Ed Austin State Attorney’s Office building and Council Member Boyer explained the City’s obligation to restore the former Post Office section of the floor in a historically correct manner as a condition of receiving state funding for the project. Ms. Boyer recommended withdrawing the bill and filing new legislation to appropriate a much smaller amount needed to meet the historic restoration obligation.

Bill Joyce assured the committee that the City would not accept maintenance responsibility for the road until all inspections had been completed and the construction quality certified. Council Member Boyer requested the Office of General Counsel to review the transfer and maintenance agreement to ensure that the City is not obligated to accept the road until construction is completed to the City’s satisfaction.

Council Member Brown advocated for pay raises for City employees who have not seen a restoration of the 2% pay cut imposed in 2010. He noted that some employees in some departments have received raises of various kinds in recent years and that overall employee morale is low. Finance Director Mike Weinstein reported that the administration has included $2.5 million in the FY15-16 budget for collectively bargained pay increases. Council Member Crescimbeni requested a listing of employees who have gotten raises restoring the 2% reduction from 2010 and a calculation of the cost to restore the 2% reduction for all employees who have not yet been made whole. Council Member Boyer opposed the wording the resolution calling for an automatic 3% annual cost of living increase.

The committee engaged in considerable discussion with Bill Prescott of the Friends of Hemming Park board of directors regarding the organizations finances and fundraising progress to date. The committee discussed whether the inclusion of concession revenue would be on a gross or net basis. In response to a question about Hemming Park’s financial future, Mr. Prescott indicated that the FOHP envision a budget of approximately $1.5 million per year being needed to run a great urban park, of which they plan to ask the City to fund $500,000. Council Member Crescimbeni expressed opposition to FOHP’s proposed salary increase of 3% for its employees when so many City employees are not receiving raises.

At the conclusion of the meeting Council Member Crescimbeni reported that Property Appraiser Jerry Holland had expressed concern about the Finance Committee’s recommendation at its last meeting to remove the funding for the Property Appraiser’s proposed salary increases (some based on a market salary survey, the remainder in a performance pay pool) and place it in a Council contingency fund which could then be reallocated to any other use. He requested the committee to recommend that the funding be directed to a special council contingency fund earmarked for the Property Appraiser’s Office only. The committee approved a motion by Council Member Boyer to tentatively amend ordinance 2015-504 to appropriate the additional salary funding to a council contingency fund designated specifically for the Property Appraiser’s Office.
