1) utility costs for video board and other electronic signage usage; 2) the

additional revenue to the City from additional use of the stadium for
non-Jaguars events. An additional auditor’s concern is that the original
lease and 12 (potentially 13) amendments makes for a very cumbersome batch of
documents to review each time an amendment is proposed; all of the documents
should be recast into a single unified, restated lease. The committee discussed the proper
form of an amendment to ensure that the City incurs no additional costs
(including vis pass-through of costs through the SMG operating agreement and

Summary Mayor’s Chief of Staff Chris Hand and
Kevin Hyde representing a group of concerned citizens advocating for this
operational agreement explained the need for the emergency to inform the
FY15-16 budget process and to begin the transition process if the bill is
approved. Council Member Boyer expressed concern about the budget figures
involved in the transaction that neither she nor the Council Auditor has had
time to review. Council Member Crescimbeni opposed emergency action. Mr. Hyde
stated that Sam Mousa, directing Mayor-elect Curry’s transition team, said
that the transition team defers to the currently seated council to act or not
act on the proposal. A motion to take up the bill as an
emergency was approved 5-4 The bill was deferred with the understanding
that, with time to review relevant information between now and then to all
council members’ satisfaction, the bill might be discharged from committee
and acted upon next Tuesday night. |
DEFER
Council President Yarborough thanked the committee members
and Chairman Clark for an outstanding year of committee work dealing with some
very tough issues. Committee members also thanked the Chair for his leadership
and collegiality. Mr. Clark thanked his committee for their hard work and for
successfully shepherding a difficult budget process.
Banking Fund discussion
Council Member Boyer recapped the Special CIP Committee’s
work on the Banking Fund and highlighted several issues that need Council
policy input. The special committee’s primary concern is that the mechanism of
the Banking Fund makes borrowing so easy as to be done almost without thought
and without due consideration for the total amount of borrowing being
authorized over time and for the debt service load in future years. City
Treasurer Joey Greive and debt manager Marc Stickney discussed the debt
affordability policy and ratios and how debt factors are viewed and evaluated
by the national bond rating agencies. Committee members discussed the need for
more regular reporting to the Council on debt levels, project completion
progress, and future debt service levels.
