Kirk Sherman explained the difference between an annual financial report (primarily an attestation of conformance to generally accepted accounting principles) and a more intensive audit looking at areas of weakness and projecting future financial trends. He stated that the success of the audit would depend in large part on the amount of manpower and resources both the City and E&Y are willing to invest in the effort. Sam Mousa representing Mayor-elect Curry’s transition team explained the mayor-elect’s rationale for the audit. Several committee members objected to performing this type of in-depth audit in the middle of the budget preparation period when the Finance Department and Auditor’s Office have the least time and attention to devote to this effort.
