Meeting Convened: 8:30 a.m.

 

Vice Chairman Schellenberg called the meeting to order and asked Assistant Council Auditor Kyle Billy to review the Auditor’s marked agenda which included 18 items marked for deferral, 20 items ready for action (1 as a substitute for re-referral, 1 as an emergency) and 17 items for second reading and re-referral.

 

2015-128 (expressing Council’s intent to levy a local option sales tax for fire and rescue services): the bill will be deferred pending request by resolution of an opinion from the Florida Attorney General’s office on aspects of implementation.

 

2014-553 (amending the City litter law regarding “snipe signs”): Deputy General Counsel Peggy Sidman reported that the JEA has concerns that signs it may post in the event of a public safety emergency (i.e. boil water advisories, “danger – power line down”, etc.) may be considered snipe signs and fall afoul of the proposed ordinance changes. The committee may wish to consider an amendment to exempt signs needed to inform the public of emergency conditions or other immediate public health and safety issues.
