At the beginning of the meeting Fire Chief/Director Marty Senterfitt answered questions from Council Member Schellenberg about the reclassification of positions and the filling of vacancies in fire safety officer positions in the Fire and Rescue Department in the last few months of 2014. Chief Senterfitt explained his change of position on the need for filling the safety officer positions and described their value to the department both in terms of firefighter safety and of risk prevention. In response to a question from Council Member Boyer he stated that he is paying for the reclassified positions using funds budgeted for overtime, projected workers’ compensation savings and normal salary lapse.

Bill Summary

 

Deputy General Counsel Peggy Sidman explained the proposed amendments crafted by the Blight Committee’s Snipe Sign Subcommittee. Council Member Daniels felt that the sign regulations need to be amended to deal with the potential for abuse of campaign signs by political opponents. Council Member Carter expressed concern over the potential of the regulations to harm the average unknowing citizen trying to advertise a yard sale or find a missing pet in the attempt to deal strenuously with commercial violators who post hundreds of illegal signs knowingly and in willful violation of the ordinance. Council Member Clark criticized the City’s enforcement practices as being arbitrary and unfair.

 

Council Member Daniels made a motion to provide that no snipe sign buy-backs will be conducted during election campaigns (defined as the period between the candidate qualifying deadline and the final election day, which was approved.

 

Council Member Daniels then made a motion to provide for issuance of a warning to sign ordinance violators with a 7-day window to correct the violation before a first offense citation could be issued, and with an annual reset mechanism to set the violation count to zero each year. The bill was deferred without a vote on the motion.-

Bill Summary

 

Council Member Bishop stated that the intention of his bill is to regulate (via the DIA’s Downtown Design Review Board), not entirely prohibit, exterior commercial signage on the Veteran’s Memorial Arena. Chairman Clark proposed an amendment to permit exterior signage on the Arena but to regulate its location and size. Bill McConnell, General Manager for SMG in Jacksonville, answered questions about arena sponsorships, signage rights, and the City’s subsidy of the Sports Complex facilities. Council Member Crescimbeni asked for detailed information on the sponsorship deal in question and its net financial benefit to the City. Deputy General Counsel Peggy Sidman reported that the Office of General Counsel is in the process of preparing a legal opinion on whether or not the existing exterior signage is permissible under current sign regulations or not.

Committee members posed numerous questions about the concept of a resilience officer to Steve Woodard, Chief of Emergency Preparedness. Council Member Gulliford made a motion to add language providing that the employee cap of the division would be reduced if the grant funding the positions ends, which was approved. Council Member Boyer made a motion that the Deputy Resilience Officer’s salary and associated benefits would be capped at a level that would leave $25,000 of the grant to pay a portion of the Chief Resilience Officer’s salary, which was approved. Council Member Boyer made a motion to provide that the CRO and Deputy CRO positions would be general civilian employees, not union positions, which was approved.

Laura Stagner of the Community Development Division answered questions about the monitoring of the performance of NWJEDF incentive agreements by the Planning Department in comparison with the monitoring efforts of the Office of Economic Development.

At the conclusion of the meeting, Joel Provenza of the Finance Department distributed a list of “open issues” provided by McGladrey Associates, the City’s independent auditor, and discussed the City’s responses to those open items to date. Most of the requested information has been provided to McGladrey and is under review by their audit team. Council Auditor Kirk Sherman also distributed a list of outstanding items, some of which corresponded with the Finance Department list and some of which did not.
