amendment 1 – sets an ultimate sunset date of April 30, 2016 for the City
Council to enact a permanent funding source to implement this agreement. Boyer
amendment 2 – replaces DROP plan “actual net rate of return” with “actual
market rate of return” and defines that term and its calculation. Boyer/Crescimbeni
amendment 3 – provides a mechanism for the City Council to regain the power
to unilaterally impose changes to pension benefits before the expiration of
the 10-year moratorium on such unilateral changes in the event that the
City’s annual required contributions (ARC) to the PFPF increase by more than
10% over the projected figures presented in the actuary’s calculations in any
one year or cumulatively based on a rolling average; the projected figure
tables shall include two charts, one showing the ARC based on the additional
contribution of $40 million annually above the actuarially required ARC and
the other based on the additional contribution of the net present value of
$400 million over ten years (approximately $300 million) up-front. |
