Council Member Boyer expressed opposition to the bill because the project was not considered in the context of the DIA’s new downtown redevelopment plan, which prioritizes increased residential and retail development, not a new hotel, and because of the waiver to grant a larger REV grant over a longer time period than the Public Investment Policy normally provides. Committee members debated the need for additional hotel rooms downtown amontg themselves and with Alex Coley of Hallmark Partners and his representative, Steve Diebenow. Aundra Wallace, CEO of the DIA, said that the market study the DIA reviewed showed that the downtown area would not support another full service hotel, but this project proposes a limited service hotel, and he believes the downtown could use additional quality room inventory. Council Auditor Kirk Sherman discussed the City’s potential General Fund tax receipts from the project and the percentage that would go to the CRA and to the School Board and other taxing entities.

Council Member Boyer pointed out that the transportation project consists of 2 phases, one already constructed and another proposed, and explained the need for the two waivers – one to provide credits for a road already constructed and the other to convey credits before the entire (2-phase) project is complete. Ms. Boyer proposed an amendment to provide that should Phase 2 of the project never be built, the developer would only be eligible for credits for the completed Phase 1. Ms. Boyer suggested that consideration should be given to possibly amending the Code to provide that if credit is being provided for a road already constructed, the credit amount should be based on the actual construction cost, not on the FDOT construction cost table.
